It is not Torrance and it is not Hawthorne. A Gardena ZIP on a Torrance or Harbor Gateway parcel is still the wrong city hall. Permits inside city limits run through the City of Gardena Building Division at 1700 W. 162nd Street, not Los Angeles County and not Torrance.
Gardena Boulevard between Vermont and Western is the local main-street strip — shops at Vermont, Normandie, and Western. The civic core sits near Vermont and 166th / 162nd. Redondo Beach Boulevard and Artesia take the heavier commercial traffic. Rosecrans and El Segundo carry more corridor and industrial work. Crenshaw and Western run the north-south retail. Industrial buildings cluster north of Rosecrans between Van Ness and Normandie. Most houses here are flat-lot South Bay stock, not hillside framing.
