El Monte is an incorporated San Gabriel Valley city — ZIPs 91731 and 91732 (91734 is a P.O. box) — between Rosemead, Temple City, Arcadia, Baldwin Park, and South El Monte. It is not South El Monte. ZIP 91733 is a different city hall. Permits inside El Monte run through the City of El Monte Building Division at 11333 Valley Boulevard.
Main Street is the historic downtown core between Santa Anita, Ramona, and the railroad — shops tying the civic center to the transit station. Valley Boulevard and Peck Road carry the auto district and corridor retail. Garvey Avenue is the mixed-use east-west strip south of the 10. Five Points is the hub where Garvey, Valley, Mountain View, and Cogswell meet. Flair Park sits against the 10 — Flair Drive, Telstar, and Baldwin — as the city’s professional-office park. The Northwest Industrial district takes warehouse and light-manufacturing interiors. Lower Azusa and Durfee pick up more neighborhood and corridor shops.
